Some people thinks that the formal language of IETF is enough. I
don't think so. Because the Conformance clause explain how to be
conformant relatively to a client, a server, etc... it helps to
define Level of Conformance and of implementation.
So yes it's critical... but... we should find good arguments to
convince people.
