Ops and OpsExtech

QA Working Group --

At [1] you will find an Editors-only draft of OpsExtech.  There is still a 
lot of cleanup, verification, linking, and other work to be done on it, but 
it is substantially in the shape that we propose for FPWD.  What is 
interesting about it is that it is now bi-directionally linked with Ops 
Guidelines [2] at the per-checkpoint level.  (Note.  [2] is an old draft -- 
just adapted for illustration purposes.)

At the last teleconference, we essentially agreed to go to FPWD with a 
document of this scope.  So please have a look.  The scope (now and future) 
is discussed in the Introduction [3].

I'd also like any opinions about the proposed but barely-started section of 
assessment/lessons [4].  Is it okay to do FPWD without such?
