Dear W3C Patent Policy Working Group, As a Web site designer and Web user, I strongly oppose the proposal for "reasonable and non-discriminatory" (RAND) licensing. Allowing Web standards to be patented will undermine one of the W3C's operating principles: "W3C, a vendor-neutral organization, promotes interoperability by designing and promoting open (non-proprietary) computer languages and protocols that avoid the market fragmentation of the past."
