I would like to add my voice to the already overwhelming majority
who are against RAND licencing option in the Patent Policy Framework.

The tremendous development of the web since its inception has been
enabled by open standards and only open standards can enable its
future development. The web is open and no part of it should 'belong'
to a company.  If a company wants to develop technology which it wants
to limit the use of by charging royalties, let it develop its own
proprietary standard, and let the W3C continue to develop standards that
are open so that those unwilling to pay these royalties have an 
alternative.
This is the _World_ Wide Web. The role of the W3C is to maintain it as 
such.
