To the Patent Policy Working Group of the World Wide Web Consortium:

I request that you not adopt any polity that will allow W3C members to 
charge royalty fees for technologies included in World Wide Web standards.

Specifically, please do not include the proposed "reasonable and 
non-discriminatory" (RAND) licensing option in the proposed 
policy.  Instead, please continue implementing the philosophy of 
royalty-free licensing.  RAND licensing will doubtless exclude some 
would-be implementers, for example open source or free software developers.
