it doesnt make sense that the organization that wants to promote standardization of web technologies would come up with something that may fracture that even further that it has ever been. Im a new reader of the w3c (mainly because its so hard to read. Whats with the all caps and the horrible sans-serif.....Arial,Verdana anybody?????) and im not sure i understand it completely but wouldnt this policy cause browser support for web technologies to be even worse then now? I mean what if IE doesnt want to pay royalties to support a technology but Netscape does? Is this how it will work or am i reading this policy wrong?
