Dear W3C Patent Policy Working Group, I recently read the new Patent Policy Framework draft and I am really worried about the idea of so called ‘royalty fees’. This Patent Policy could allow W3C members to charge this fees for technologies included in web standards. I personally believe that only a royalty fee free framework is beneficial to the Internet community. In particular, I object to the inclusion of a "reasonable and non-discriminatory" (RAND) licensing option in the proposed policy. In spite of that, I approve the efforts of the W3C to keep its tradition of providing open-source reference implementations. I think that the W3C did a great job over the last years and in my opinion this was only accomplished by sticking to its traditions. To ensure this quality and to enable the web usage to its full potential the W3C has to say no to RAND licensing and ‘royalty fees’.
