My thoughts on the Patency Policy draft

Hello,

My thoughts on the Patent Policy Working Draft:

The web has grown and developed at a tremendous speed due to the 
co-operative nature of developers.  Patents will slow down and create 
complications that conflict with the concept of web-standards. 
Organisations with restrictive patent licences should not be allowed 
to contribute to web standards.  The web is decentralized so patents 
need not affect it as in industries such as telecommunications etc.

Therefore, I believe introducing the so called "RAND" licensing is a 
bad idea and should be dropped by the W3C.
