Dear W3C Patent Policy Working Group: I urge you to avoid RAND standards and stick to RF standards. The Web has so much diverse content partly because it is an open platform, available to businesses and the individual alike. By including standards by which people will need to pay royalties, you upset this aspect of the web and move it closer to a medium which is restricted by those who wield certain key IP rights. It is not necessary to use RAND standards, and because of the deleterious effects they may have, it seems apparent that the W3C should stick to RF standards ONLY.
