To the Patent Policy Working Group: I have grave concerns about the recent Patent Policy Framework draft and the inclusion of the RAND licensing option therein. It is inevitable that requiring license fees for core Web technologies will slow the development of open source projects that rely on those technologies. Given that the Web exists due to these open, volunteer-based projects, it is in no entity's best interest to prevent that development model from continuing to strengthen and expand the Web.
