IMO it is a stupid idea that will prevent the Web from growth. In my country (Poland) some 70% (see Netcraft report) of web servers are Apache-based that is an open source product. New RAND Internet standards would be extremly difficult to implement in such environment. What is the use of standards that no one is willing to implement ?
