RAND fees

People should decide on their own if fees or royalties should be paid
for certain items.  Leave the web alone..it works well, and a bunch of
neo-capitalists(only interested in finding new ways to make money)
should not tinker with it. Either find another way to make money or stay
off the web and leave it for people who just want to enjoy it.
