Universal Access that mean that access should be equal and free for all to use for any purpose and in any way. W3C is suppose to support this purpose, not to destroy it with RAND. I'm not surprise to find peoples from the worlds' largest proprietary software developers (Microsoft, HP-Compaq, Apple..) in the committee responsible of the RAND recommendation. Dr BETTLER Emmanuel
