What they plan to do is allow, and endorse standards which contain patents that an implementor must pay royalites for. They cannot be used by everyone for free, without limits. This is called RAND, for Reasonable And Non-Discriminatory - do you think so? The w3c has also provided for RF [Royalty-Free], which as I understand it, is the same as what they do now - formulate and endorse standards unencumbered by patents which require fees. Anyone is free to implement it as they wish. Standards and patents are contradictory when the latter contains any form of restriction on the former's use. Hopefully the w3c will note these voices of dissent from the world over and come to its senses.
