Dear Patent Policy Working Group, I strongly oppose the adoption of the proposed W3C patent policy. I advocate that W3C adopt a policy that any and all technology and intellectual property contained in or represented by any W3C standard be fully unencumbered by any patent or other ownership claim, or for technology or intellectual property that bears a pre-existing claim, that the owner or claimant be required to grant permanent, world-wide and royalty-free licence to any party to use or reproduce the technology or intellectual property before the standard can be accepted. I furthermore advocate that the W3C adopt a policy that any individual, organization or corporation participating in the W3C standards process that does not fully disclose claims or patents on technology or intellectual property owned by them and contained in any W3C proposed standard be permanently banned from any future participation in W3C standards process.
