Good morning First of all I follow regularly basis tech news and only read this morning about the new licensing project for w3c recommendations; I am writing to late for my comment to be accepted but I do it anyway. Even if RAND allows recommendations still to be free, it allows companies to ask for fees to be paid for recommendations based on licensed/patented technologies. This is in complete opposition with what has made the w3c recommendations and standards a forward engine for Internet: free standards, free recommendations. It is understood by many that Internet would be nowhere near its present success if it wasn't for all the free standards that it is based on. Non-free standards are but poor providers of mass evolution for the Internet or any other linked technologies. I don't think even a "Reasonable And Non-Discriminatory" licensing scheme can provide nearly the same momentum for the Internet and its future progress as free-licensing based work has for the past years.
