hi, as to concrete objections to the w3c policy we can start in section 3.3 Commitment to RAND licensing terms: All W3C Members make a legally-binding commitment to license patent claims essential for implementing a W3C Recommendation on RAND terms. Any W3C Member not willing to license particular technology on RAND terms must opt-out specific patent claims they hold, normally within 60 days after the publication of the Last Call Working Draft. Members who make formal contributions to a Working Group specification agree, further, to offer licenses to essential patent rights according to the licensing mode established in the Working Group charter, unless specifically opting out at the time the contribution is made. Section 8 describes Member commitments. should be modified to read Commitment to RF licensing terms: All W3C Members make a legally-binding commitment to license patent claims essential for implementing a W3C Recommendation on RF terms. Section 8 describes Member commitments. along with changes in sections 4 to 8 articulating the policy summarized here. section 4.e, "RAND License" should be struck. section 5 should be modified to read in part: "All Working Groups will be constituted by charter with a royalty-free (RF) licensing mode." This will help guarantee that w3c standards will be available to all people who wish to implement them. regards, rob ---- Robert Melby Georgia Institute of Technology, Atlanta Georgia, 30332 uucp: ...!{decvax,hplabs,ncar,purdue,rutgers}!gatech!prism!gt4255a Internet: async@cc.gatech.edu
