Software which uses RAND-licensed technology is software which can be developed and distributed only by commercial enterprises. At present, a substantial body of software is being developed by individuals. To promulgate a standard which can only be implemented using RAND-licensed technology is to declare that this mode of software development has no value. I urge you not to do so. Daniel Upper
