RE: IE6 doesn't recognize P3P Compact Policy

We have found that IE6 does not provide the privacy report if you are
accessing the web through a proxy.

The compact policy is used for making cookie
blocking decisions. The full P3P policy is what
is used to generate the privacy report. If you don't
have a full P3P policy or if there is a problem
with your policy reference file, you won't get a privacy report.
