IE6 doesn't recognize P3P Compact Policy

Folks:

Okay, now this is getting frustrating!

Here's my Compact P3P Policy, copied straight from the HTTP header:

P3P: CP="OTI CURa OUR NOR STA"

When I view my page in IE6 and double-click on the "Privacy Report" icon, it
tells me that my cookies have been blocked.  I then double-click on the
specific file containing the cookie that was blocked, it informs me that it
"Could not find a privacy policy for xxx. To view this site's privacy
policy, contact the Web site directly."

I have verified that the P3P Compact Policy IS IN FACT being generated with
each HTTP GET response.  So, why doesn't IE6 recognize the Compact Policy?
