Appel matching of text nodes?

It appears that appel doesn't support matching of text outside of elements,
but I was wondering if I could get confirmation of this.

P3P policies support text descriptions within the following element groups:

<CONSEQUENCE> text </CONSEQUENCE>
<PURPOSE> .... <OTHER> text </OTHER> ... </PURPOSE>
<MAN-EXTENSION> text </MAN-EXTENSION>
<OPT-EXTENSION> text <OPT-EXTENSION>

It doesn't look like users can create appel rules that match these pieces of
text.  Is this supposed to be the case?
