As a reminder, David created a PR <https://github.com/w3c/mathml/pull/543> for
what he thinks should be done for #449 (see below). The action item for
everyone from last week was to look at that PR and comment on it or write
an alternative PR with your idea of how intent ordering/references should
be handled/described.
