Please follow up to this discussion on public-i18n-core@w3.org (i.e. removing www-international@w3.org when replying), thanks. The I18N WG uses www-international@w3.org from time to time to get technical feedback from a wide community, but this discussion does not seem to include any I18N technical aspects.
