I have cc'ed public-i18n-core@w3.org, because the the group that is 
planning a publication of the encoding spec 
(http://encoding.spec.whatwg.org/) is the I18N WG, not the I18N IG.

www-international@w3.org is the mailing list of the I18N IG, and 
public-i18n-core@w3.org is the public mailing list of the I18N WG. 
Please follow up to this discussion on public-i18n-core@w3.org (i.e. 
removing www-international@w3.org when replying), thanks.

The I18N WG uses www-international@w3.org from time to time to get 
technical feedback from a wide community, but this discussion does not 
seem to include any I18N technical aspects.
