faq suggestions

It has been brought to my attention that when uploading my website 
(<http://www.intsi.org>http://www.intsi.org) on some Windows systems, a box 
asks readers whether it wants to download the chinese language.  How do I 
eliminate that box from appearing? Is it inbuilt into any system through 
microsoft, or any other body ?
