I tried it on Netscape 4.7 on Linux, it shows no problem at all. Both wave
dash and tilde look fine in the combo box. However, I saw the same problem
on IE 6.0 as you described. It really may be the browser problem

I think this is a browser's problem. Try the attached HTMLs.
The result I got:
WAVE DASH in OPTION NCR UTF-8
IE 6.0 box OK
Mozilla 1.0.0 on Debian ? ?
