IANA registered name for Microsoft Windows Code Page 1252

The XML spec recommends "that character encodings registered (as
charsets) with the Internet Assigned Numbers Authority [IANA], other
than those just listed, should be referred to using their registered
names" (http://www.w3.org/TR/1998/REC-xml-19980210.html#charencoding). 

Is there a registered name for the Microsoft flavour of Latin 1 (Windows
Code Page 1252)?
