There's another issue... that of local presentation which is sepatate from Content-Language. For instance, numbers are shown in some locations as "1.000,12" and in others as "1,000.12". Date and time formats also have regional differences that are independent of language: "MM/DD/YY", "DD-MM-YY" or even "YY-MM-DD" and various other combinations. How to handle this is another matter (and perhaps for XML rather than HTML).
