Is section 4 of the XHTML 1.0 specification supposed to be a complete listing of the changes from hTML 4.01? Or a summary of the most important ones? If the former, then it is incomplete (e.g. legend no longer has to be the first child of a fieldset, or be included in the fieldset at all).
