That is a quote. There is no markup and no punctuation to indicate the
fact. But it is still a quote.

For certain aspects of a document (such as quotations, citations) the
markup does not make the semantic. For other aspects (such as links) the
semantics only exist if you have the markup. (It's easy to confuse these
two categories, though, I've done it myself.)
