Two reasons for specifying media types in references to style sheets, etc: 1) client side content negotiation - the client doesn't waste time by requesting a version of a style sheet that it cannot handle - that's essential for the object fallback logic to work efficiently; 2) a protocol that does support meta data is used (e.g. a web site on CD or accessed over ftp, SMB/CIFS etc.).
