Basically create a external entity reference in a Pre-HTML file, and then
process your document through sgmlnorm to create the resulting HTML.

The scrubber process can probably be removed by using an architecutal form
to bridge Pre-HTML and HTML. ... I don't know why they don't suggest this.

I suppose this discussion is off topic for this list.
