You might use a form with an file upload form control and the mailto scheme uri as action. It depends on the user agent and the mail program wether that works or not. And you might simply add the attachment with your mailer the mailto scheme opens. The behaviour and the availability of attachments depend on the user agent, means browser and mailer. As I know (but maybe I am not right) it is impossible to use mailto schemes that include attachments by theirselfs. And if I was the designer of the mailto schemes, I wouldn't allow that, anyway, for security reasons.
