Correct. And the solution is either to not use frames at all, or to
use XHTML Transitional which (just as HTML 4.01 Transitional) does
include the target attribute.
 
The absence of the target attribute in (X)HTML Strict is, kind of, 
sort of, a deprecation of frames.
