I think is it kinda like using <![%vmlIncluded[ ... ]]>, where
%vmlIncluded is an entity that is set to INCLUDE or IGNORE depending on
the state of the system according to the appiclation interpreting it. I
appears that MS choose some non-standard approch to solving this problem.
I suppose that what happens when a company ``thinks different''.
