BDO stands for 'bidirectional override' and is a necessary component for
i18n. You need a combination of a 'lang' or 'xml:lang' attribute, a 'dir'
attribute, and the ability to override direction using <bdo>. This is 
explained in some detail in the HTML 4.0 specification.
