position: fixed ?

hi,
does the usual browsers (NS4 and IE4) support the "fixed" value of the
"position" property (CSS2)?
I tried to use that to create a frame like www page, but it didn't work.
I even tried the example in CSS2 specification on page 86, but the result
is again same.
