colours for bullets

Hey everyone. Is there a way to change the colour of a bullet for an LI in
an unordered list without having to use GIFs as a substitute? The colour of
the bullet of an unordered list is taken from the text colour set in the 
BODY tag but it would be nice to be able to change the colour of a bullet
with a COLOR value inside the LI tag. Is there a way to change the colour 
using existing tags without having to use GIFs? I have read through HTML 3.2
tag lists, and other HTML tag lists. Is there also a way to suggest that 
a COLOR value be added to the LI tag in future versions of HTML?
