Sgml-lex: wrong hyperlinks in draft text.

There are problems with a number of hyperlinks in 
the WD-sgml-lex-060615 working draft  (Conolly: A Lexical Analyzer for HTML and 
Basic SGML).

Links to http://www.w3.org/pub/WWW/MarkUp/SGML/sgml-lex/# ...
generate an Access Forbidden error for me.
