Lynx, the only textmode browser that I know of, can easily handle the TYPE attribute. It's not very hard for a textmode browser to draw an "o" when TYPE=disc, or "*" for bullet, or "[ ]" for square. Given that most authors don't even include ALT for their images, I would be very surprised if any bothered with ALT for the lists.
