I can appreciate your concern over bandwidth, and I aagree that HTML should not become unnecessarily verbose, but I think the best way to reduce bandwidth is through enhancing HTTP. The improved cache control mechanisms in HTTP 1.1 should make more difference than changes to HTML could.
