One suggestion is that the browser translates the clicked location with the corresponding dot in the original map. But I'm not sure how to implement this reliably, as there are many cases in which such a mapping would get incorrect results. Also, the main reason to use an imagemap is to provide a detailed map on which you can click. Scaling would only distort the text of the map, so it would become unclear what you can select. In any case, if you can make a proposal that allows authors to provide instructions on how to resize images in a better way than abusing WIDTH and HEIGHT, let's hear it.
