i finally finished a working copy of my own silly web thing for win32
a command line app 
EG: webfile <url>
gets the url and sends it to stdout
it supports ssl 2.0 and 3.0 and proxys and can be used to POST data to a
site as well
i didn't add support for authenticated proxys ... because i don't have
access to one
