Eh? BGCOLOR was not very widely supported when Wilbur was drafted,
and it seems like a perfect thing for a style sheet, so that's
probably why it wasn't in Wilbur. It is in Cougar, but I am
arguing that it should be seen as a 'shorthand' for an inline
style.
