looking for a specification of a standardized data format which 
is suitable for transferring datasets over HTTP

anyone know if there is an RFC...a working-group....a file
spec....etc...for this sort of thing?

the only formats i know of are "quote-delimited" or
"delimited-and-escaped"....which are only good for a single data
stream...and don't give you the opportunity to define the data within
