I'm not sure it's a good idea to break down the source HTML files into smaller files (links might be broken, etc.). The full collection of files is available from http://www.w3.org/TR/REC-html40 (this is the cover page). From the cover page, you can download either a gzipped tar file (e.g., for Unix) or a zip file (e.g., for Windows) of all the source .html files.
