Error in the HTML 4.0 Specification

In the HTML 4.0 Specification at
http://www.w3.org/TR/REC-html40-971218/
in chapter 7.5.4 (<DIV> and <SPAN>) there is an
attribute definition 'href', which isn't present in
any DTD.
Is it a legal attribute or isn't it?
