It's a bit disconcerting to have entities (parameter entities) defined but not used in the HTML 4.0 strict/standard DTD. If the committee already justified this decision, please forgive and delete this comment. The case I noted today -- and which troubled me for a while -- was the entity declaration for TAlign (table alignment): it's disallowed in the strict DTD but the PE is declared for it.
