Error: LANGUAGE not flagged as deprecated

Please notice that the Index of Attributes in the HTML 4.0
does not flag the LANGUAGE attribute as deprecated (there is
no "D" in the appopriate column), whereas the text in
http://www.w3.org/TR/REC-html40/interact/scripts.html
clearly says that it is deprecated.

Strangely, the LANGUAGE attribute is allowed by the HTML 4.0 Strict
DTD, but this can hardly be fixed as a merely editorial error
correction; perhaps it's even intentionally there.
