ISSUE-171 and ISSUE-172

Hi folks,

Just doing some bookkeeping. It seems I sent the response mail for ISSUE 171 as a reply to the thread for ISSUE 172. My apologies.

We split DOM3 Events ISSUE-171 into 2 issues (171 and 172).  We used 171 to cover removing the allowance to use the value 0 for timestamp-this was accepted and fixed in the spec. We used 172 to cover whether timestamp should change from being time since the epoch and whether it should use more precise units-this was rejected because the current spec supports how timestamps are commonly used on the web and other platforms (additionally no solid alternative proposal was provided).
