Looking at Korean Wikipedia, i notice a similar pattern.  For example

which uses ASCII space before the initial bracket, but not after. The 
font used (Apple SD Gothic Neo)  doesn't add space to the glyphs of 
these fullwidth characters. The lack of space after may make sense if 
punctuation follows, or the grammatical portions of 'word's or 
particles, such as in 〈4월의 가로수〉에서 . But it may be more general than 
that, since it includes the verb 'to be' in 《수양버들》이다.



I did also see locations where a fullwidth period or comma were followed 
by a fullwidth opening bracket, and both glyphs had additional space 
built in.  There was no ASCII space between.

I'll take a look at the few newspapers and such that i have here.
